HICAP: The Health Insurance Counseling and Advocacy Program (HICAP) provides free and unbiased Medicare counseling and advocacy for seniors of Santa Cruz and San Benito counties.

Senior Network Services is a nonprofit agency providing senior citizens and persons with disabilities with information, guidance and assistance in coordinating existing resources to promote independence and the highest quality of life.

  • EVALUATES supplemental health insurance (medigap) policies and Medicare Advantage (HMO) plans

  • COMPARES Medicare prescription drug plans

  • ASSISTS with Medicare and health insurance problems

  • ADVOCATES for Medicare beneficiaries on claims issues

  • ASSESSES long term care insurance coverage

  • OFFERS individual counseling and educational forums

Medicare Counseling Sessions Appointments & Presentation with Bill Proulx (HICAP Program Manager) are available at the Highlands Park Senior Center the 2nd & 4th Thursday of each month

from 11 am- 1 pm.

Attend an in-person presentation by the Health Insurance Counseling and Advocacy Program (HICAP), a program of the Senior Network Services, a local nonprofit agency to learn how to compare plans and hear what is new with Medicare in 2024. HICAP provides unbiased Medicare Insurance information throughout California. Presentations are free of charge but pre-registration is helpful!
